Measure R Bond Program

In November 2020, Cambrian School District voters approved Measure R, authorizing up to $88 million in general obligation bonds to repair and upgrade aging classrooms, science labs, school facilities, and instructional technology, while improving safety, accessibility, and infrastructure across the District.

Measure R supports long-term improvements that help create safe, modern, and functional learning environments for students and staff. Bond funds may only be used for voter-approved school facilities purposes and cannot be used for teacher or administrator salaries or other school operating expenses.

About Measure R

Measure R was approved to help the District address major school facility needs, including classroom modernization, instructional technology upgrades, repairs to roofs, plumbing, heating, ventilation, windows, and electrical systems, removal of hazardous materials where needed, replacement of aging portables, improved accessibility for students with disabilities, and campus safety upgrades.

Following the passage of the bond, the District completed a facilities needs assessment in February 2021 that identified approximately $238 million in current and future needs. The Board then grouped projects into three priority tiers:

Tier 1 projects to be completed under Measure R
Tier 2 projects to be completed if funds remain available
Tier 3 projects to be considered with future funding sources

As of the District’s March 19, 2026, Measure R update:

Estimated total available funds: $90.9 million
Completed and projected construction costs: $83.7 million
Technology costs: $1.8 million
Program management costs: $1.4 million
Projected remaining funds: $4 million

The District has now completed or substantially advanced multiple major bond-funded projects across school sites, including classroom modernization, new classroom buildings, HVAC improvements, and related campus upgrades.

Completed Bond Projects

Measure R has funded major work across the District, including:

Price Middle School natural gas line replacement
Electronic marquees at Farnham and Sartorette
Phase 1 modernization at five school sites, including classroom HVAC replacements and related improvements
New classroom buildings at four school sites
Phase 2 modernization work at five school sites, including common-area HVAC upgrades
Additional related improvements completed as part of the broader construction scope, such as select landscaping, cafeteria upgrades, toilet partition replacements, exterior lighting upgrades, and drinking fountain replacements

The 2025 Citizens’ Oversight Committee annual report also states that the new modular classroom projects at four sites were complete, and that Phase 2 Modernizations - Common Area HVAC at five sites were complete, with most of that work taking place during Summer 2024.

Current Work in Progress

The District’s most recent project update shows that Phase 3 Modernizations - Interior Classroom Modernization at five sites has been a major focus of current work. This phase includes:

interior classroom modernization
windows, shades, and flooring
painting and teaching wall improvements
touchless faucets and flushometers
restroom floor repairs and accessibility upgrades
clock/bell/PA and fire alarm system upgrades

The 2025 Citizens’ Oversight Committee report noted that Phase 3 modernization was in the construction phase and proceeding across all five sites.

Multi-Year Progress Timeline

2020: Cambrian voters approved Measure R, authorizing up to $88 million in bonds for school facility improvements.
2021: The first bond sale of $15,000,000 was completed. The District began project prioritization and approved initial Tier 1 budgets, including classroom HVAC, the Price gas line project, marquees, new classroom buildings, and major modernization work.
2022: The second bond sale of $38,680,000 was completed. Phase 1 Modernization projects at 5 Sites – Classroom HVAC were procured and proceeded with summer construction.
2023: Modular Classroom projects at 4 Sites broke ground in the summer and proceeded with construction through the 23-24 school year.
2024: The third bond sale of $ 29,320,000 was completed. Modular Classroom projects at 4 Sites were completed and opened for the start of school in the fall, and the Phase 2 Modernization projects at 5 Sites – Common Area HVAC were procured and proceeded with summer construction.
2025: Phase 3 Modernization projects at 5 Sites – Interior Classroom Mods were procured and began construction in the spring at 3 sites that had available flex space for construction, with all 5 sites being completed over the summer.
2026: The fourth/last bond sale of $5,000,000 was completed. The District reported updated Measure R totals, work completed to date, and proposed next steps for remaining funds and future reprioritization.

Accountability & Oversight

Measure R includes multiple accountability safeguards to ensure bond funds are used as promised. These include:

an independent Citizens’ Oversight Committee
annual financial audits
annual performance audits
public reporting on bond expenditures and project progress
legal restrictions that limit bond funds to approved school facilities purposes only

Each annual Citizens’ Oversight Committee report reviewed by the committee states that the District is in compliance with constitutional requirements and that funds are being used for the purposes specified in the ballot language.
